Du 1er mars au 31 décembre 2022, les personnes fuyant l’Ukraine ont pu emprunter gratuitement les transports publics suisses de leur entrée en Suisse à leur destination ou pour traverser le pays. Pendant un temps (du 21 mars au 31 mai 2022), elles pouvaient utiliser l’ensemble du réseau suisse sans frais en sus pour tous leurs déplacements. Le Conseil stratégique de l’Alliance SwissPass en avait décidé ainsi en concertation avec le Secrétariat d’État aux migrations et l’Office fédéral des transports.
Au 1er janvier 2023, la branche des transports publics est revenue à la situation normale. Les dispositions tarifaires ordinaires s’appliquent désormais pour les réfugiés ukrainiens. L’Alliance SwissPass a renoncé à prolonger la gratuité de l’entrée dans le pays et du transit, s’alignant ainsi avec ses pays voisins. En effet, l’offre avait été rendue possible en étroite collaboration avec les chemins de fer européens, en particulier la Deutsche Bahn (DB) et les Österreichische Bundesbahnen (ÖBB). Or ces deux entreprises et d’autres ont mis fin à la gratuité des transports publics pour les personnes fuyant l’Ukraine à la fin octobre 2022 déjà.
Between 1 March and 31 December 2022, persons who have fled Ukraine can use public transport free of charge to travel to their destination in Switzerland or for transit through Switzerland. For a limited time (from 21 March to 31 May 2022), war-displaced refugees were able to use the entire public transport network free of charge. The Strategy Council of the Alliance SwissPass introduced these arrangements following discussions with the State Secretariat for Migration (SEM) and the Federal Office of Transport (FOT).
As originally planned, the public transport sector will return to normal operation on 1 January 2023. The regular fare conditions will then apply to refugees and persons holding a Ukrainian passport travelling on the Swiss public transport network. Alliance SwissPass has decided not to extend its free travel arrangements within and through Switzerland. The reason is that these arrangements were originally introduced in close cooperation with our European partner railway operators, particularly Deutsche Bahn (DB) and Austrian Federal Railways (ÖBB), both of whom (as well as other transport operators) withdrew their offer of free public transport for Ukrainian refugees at the end of October 2022.
У період з 1 березня по 31 грудня 2022 року біженці з України мають право безкоштовного проїзду громадським транспортом Швейцарії для проїзду до місця призначення або з метою транзитного проїзду. Протягом певного періоду (з 21 березня по 31 травня 2022 року) проїзд у громадському транспорті був повністю безкоштовним для осіб, що тікають від війни. Стратегічна рада Alliance SwissPass за результатами консультацій з Державним секретаріатом з питань міграції (SEM) та Федеральною службою транспорту (BAV) ухвалила рішення щодо умов проїзду.
Починаючи з 1 січня 2023 року сектор громадського транспорту повертається до звичного режиму роботи, як і планувалось. Таким чином, для біженців та осіб з паспортом громадянина України застосовуватимуться встановлені регулярні тарифи на проїзд у громадському транспорті. Компанія «Alliance SwissPass» ухвалила рішення не продовжувати термін дії безкоштовного проїзду. Це рішення прийнято у зв’язку з тим, що попередньо цю можливість забезпечували спільно партнери Залізниця Німеччини Deutsche Bahn (DB) та Залізниця Австрії (ÖBB), які разом з іншими транспортними компаніями скасували безкоштовний проїзд та транзит для осіб, що тікають від війни в Україні, з кінця жовтня 2022 року.
